Existing outdoor advertising operators are encouraged to become members of Combolisk Organization and to upgrade their existing inventory to Combolisks. Existing operators must be compliant in markets in which they currenty operate before creating new Combolisk broadcast sites. This will encourage operators to compete in new markets and upgrade their current market before trying to expand the inventory of billboards and/or Combolisk in the US.
Here are the elements to be compliant:
Become a member of Combolisk Organization as an existing outdoor advertising operator
Add inventory of existing locations to the national registry of billboards/Combolisks
Upgrade current digital structures to the Combolisk standard. This includes at least adhering to the alternation of paid for broadcasts with noncommercial space for Combolisk Organization use and payment of gross fees to Combolisk Organization
Provide 10% of legacy faces for community use within ten years of becoming a Combolisk Organziation member. Operators are encouraged to add faces to existing inventory where possible to hide the view of outdoor sign structures visible to the traveling public.*
Provide 25% of legacy faces for community use within twenty-five years of becoming a Combolisk Organziation member. Operators are encouraged to add faces to existing inventory where possible to hide the view of outdoor sign structures visible to the traveling public.*
*Any contract for 8 sheet (72 sq feet) of display face and above is considered a face. Thus existing operators are encuraged to break up larger bulletins into readable displays for multiple nonprofit free community uses. Certification of compliance refers to a calendar year. Operators may provide a cumulative display rate at or above the minimum percentage to be compliant while not being compliant in any single month as long as the average rate for community use remains at or above the minimum..
